The Religious Council is the governing body of the Religion of Ibudab which is made up of 99.9% of all citizens in the Imperial Oferan Empire.
The Council is made up on 2500 Clerics and lead by the High Cleric. Unlike the Political Council which can only be made up of Great Lords/ Lady's anyone from a common citizen to the Emperor can join the Temple of Ibudab as an Acolyte and work their way up to being on the Council.
They debate what the teachings and Phrophecies of Ibudab mean, the moral issues of the day (such as cloning) and preach to the clergy whilst teaching the Acolytes.
